1. Copy-upload host allowlist (optional lockdown).
3. When this page has content, ONLY the listed hosts may be used for
4. "Upload from URL" on Special:Upload. An empty list (this state) means
5. every PUBLIC host is allowed; localhost/private/link-local targets are
6. always refused by the SSRF guard in LocalSettings.php.
8. Format: one host per line. '#' starts a comment. Wildcards are allowed
9. per label, e.g. '*.wikimedia.org' or 'upload.*.gov.uk'.
